A title with an active lien is not the same as a lien-free ownership document, so payoff and release must be coordinated before the buyer treats the title as clear. Illinois ELT changes the back-office side of a trade
Illinois' 2026 ELT program was designed in part to reduce friction in sales, trade-ins and refinancing. When the old lienholder participates, the dealer may not need to wait for a paper certificate to move through the lender before the lien is released. The financial side still begins with a current payoff quote.
Separate the dealer's trade allowance from the lender payoff. If the payoff exceeds the vehicle value, the difference is negative equity. The ELT process can speed title handling, but it does not make that shortfall disappear from the new financing.
Use the dealer's payoff date, not a stale quote
Ask which good-through date the Illinois dealer used when it prepared the payoff. Daily interest or account activity can change the amount by the time funds reach the lender. If delivery moves, get a refreshed quote rather than assuming the original number is still enough.

A dealer values the car at $22,100 on October 9, 2026 while the lender payoff is $24,550. The $2,450 difference is negative equity. The dealer sends the payoff, the lender later closes the account, and—because the lien is in ELT—the lender transmits satisfaction with title mailing instructions.
The owner keeps the buyer's order, dealer payoff proof and ELT satisfaction reference. Those documents let the owner audit the money and the title separately instead of assuming the new vehicle delivery proves both were completed.
Legacy paper titles need a different dealer checklist
An older Illinois lien may still rely on a signed title or original lien-satisfaction letter. Ask the dealer whether it expects an electronic release or original paper evidence. The answer determines where the old lender must send documents after payoff.
If the dealer takes possession of an original satisfaction letter, keep a scan and note who received it. Paper evidence can be the only bridge between the old loan and the dealer's title transaction.
Audit the old account after the trade closes

That disclosure review is separate from title clearance. A perfectly disclosed $2,450 shortfall can coexist with a missing ELT release, so retain both the financing worksheet and the Illinois title evidence.
Close the Illinois trade only when the old file reconciles
Save the retail contract, payoff quote, proof of dealer funding, final old-loan ledger and title-release evidence. If a title or refund arrives later, compare it with the trade paperwork before endorsing, discarding or spending anything.
The clean end state is an old account at zero and an Illinois title record that no longer carries the former lien. Confirm both before archiving the trade file.
Audit the Illinois trade with a money file and a title file

Build the Illinois trade-in around the title path, not only the equity number
A dealer can calculate payoff and equity correctly while the title handoff still fails. Before delivery, identify whether the old Illinois lien is being handled through ELT or through paper satisfaction evidence and ask where the resulting title will be directed.
