California: from final payment to clear title.

Title system
California uses an Electronic Lien and Title (ELT) program for participating lienholders. DMV stores the title electronically while the lien is active.
After payoff
When an ELT lien is satisfied by the registered owner, California DMV says it issues and mails a sole-owner paper title to the registered owner.
Lien release
For an electronic title, the lienholder releases its interest through the ELT system rather than by handing the owner a paper title with the lien signed off.
Owner action
Confirm your lender has transmitted the release and that your address on the DMV record is current. If the title does not arrive, start with the lender because a pending record issue can prevent automated issuance.
Timing
California DMV's procedures manual says the average time to receive a paper title from an electronic transaction is about eight days, although record problems can send the transaction to manual processing.
