- Title system
- Massachusetts supports electronic security-interest/title records. Under c.90D §11A, RMV can waive routine paper issuance while preserving an owner paper-title request path.
- After payoff
- After payoff, the lienholder must release the security interest. A paper certificate may not be automatic when the record is handled electronically.
- Lien release
- Chapter 90D §24 requires release within three days after demand and, in any event, within ten days after satisfaction.
- Owner action
- Confirm the payoff date, release date/method, and whether you need a paper title; use RMV replacement/title procedures only for the document problem you actually have.
- Timing
- Separate the statutory lienholder clock from RMV processing and postal delivery.
