Title system
Missouri owners generally use a notarized lien release and a title application to obtain a new lien-free title after payoff.
After payoff
DOR says an owner may file at a license office with the release/current title/fees; mail filing uses Form 108 and can take longer.
Lien release
Form 4809 or a qualifying notarized lender-letter release is used. The current titling manual says the lienholder should release a satisfied lien within five business days.
Owner action
Obtain the notarized release, file for the new title, and keep a copy of the release and filing receipt.
Timing
DOR currently says office-filed titles should issue in 3–5 business days; mail-in title applications average 4–6 weeks.
