- Title system
- North Carolina can use paper titles held by lienholders and electronic title records. The 2026 NCDMV Title Manual says a title with a lien is mailed to the lienholder to hold until paid, while an electronic title is not printed unless requested electronically by the lienholder.
- After payoff
- The NCDMV Title Manual says the lienholder must deliver the title to the person legally entitled within 10 days after payment of the lien. Depending on the record, that can involve delivery of a paper title or completion of the electronic release/title process.
- Lien release
- A lien shown on the title needs acceptable release evidence. Owners can use Form MVR-8 to apply to remove a satisfied lien, and NCDMV publishes a separate process when the lienholder cannot be located.
- Owner action
- Confirm the loan is at zero, ask the lender when and how it released the lien, verify your NCDMV title record and mailing information, and use MVR-8 or the duplicate-title process only if the facts call for it.
- Timing
- The Title Manual gives the lienholder a 10-day title-delivery duty after payment. That is not a guaranteed owner mailbox date because electronic processing, state action and mail can add separate time.
