Title system
Pennsylvania uses a mandatory Electronic Lien and Titling program for lienholders normally engaged in vehicle financing, with limited exemptions such as qualifying individual lienholders.
After payoff
When an electronic loan is paid off, the lienholder is required to perform an electronic release. PennDOT then automatically produces an unencumbered paper title for the owner.
Lien release
The lienholder's release transaction removes the electronic lien and triggers paper-title issuance. PennDOT also provides a separate release-to-approved-third-party transaction for dealer or insurance-company payoffs.
Owner action
Make sure the lender has the correct Pennsylvania owner address before release, because the paper title is mailed to the owner address on the vehicle record unless an allowed address-update-and-release transaction is used.
Timing
PennDOT says it automatically prints and mails the paper title to the owner the next business day after the lienholder completes the electronic release.
