DMV SNAPSHOT
- Title system
- Illinois expanded Electronic Lien and Title statewide in 2026. Financial institutions processing five or more Illinois liens annually must participate beginning July 1, 2026; the title remains electronic while an ELT lien is active.
- After payoff
- For an ELT payoff, the lender sends confirmation of satisfaction and mailing instructions to ILSOS. A paper certificate of title is then produced and mailed to the location provided by the lender.
- Lien release
- For non-ELT or paper workflows, ILSOS accepts a title signed as satisfied or an original lien-satisfaction letter on the financial institution's letterhead through the title transaction process.
- Owner action
- Determine whether your lender used ELT or a paper release, confirm the release date and mailing instructions, and use the ILSOS paid-loan/corrected-title process if the lien remains on the record.
- Timing
- Electronic release can be fast, but ILSOS separately advises processing time for title applications and mail. Its title contact page says to allow roughly two to three weeks for duplicate/lost titles and six weeks for new, corrected or transfer titles.
